May 20 The Senate voted 52-32 to limit debate on an F.E.P.C. measure. The vote meant that the bill, if introduced, can be filibustered. 13 Democrats failed to support F.E.P.C. by abstention or opposition. Former Nazis hold half the state and civil jobs in the U.S. Zone of Berlin.
